The dream of homeownership is within reach!

Working with various city agencies, including the Philadelphia Housing Authority, Philadelphia Workforce Homeownership makes high-quality new-construction homes available at an affordable price to homebuyers who meet income and eligibility requirements. Household income cannot exceed 120% of the current median income based on household size (see chart below). Purchasers must also qualify for traditional mortgage financing.

To start the application process, first work with your accredited lender to receive a Mortgage Pre-Qualification Letter demonstrating your ability to secure the financing required to purchase a Philadelphia Workforce Homeownership residence. Each applicant is entitled to obtain pre-qualification from the bank of their choice. If you require assistance, Philadelphia Workforce Homeownership can also connect you with one of our preferred lenders.

While you’re receiving your Mortgage Pre-Qualification Letter, each income-earning member of the household should download the Employment Verification Form here  and have it completed and signed by their employer. Lastly, each household income earner will need to gather their photo ID and federal tax forms for the last two years (typically Form 1040 or 1040-ES). Once you’ve collected the relevant documents, head to our Apply page  to submit your application.

Once the City of Philadelphia reviews your application and confirms that you meet all eligibility requirements, Philadelphia Workforce Homeownership will move forward with an Agreement of Sale. There are no brokers involved, but a closing coordinator will be available to guide you through the rest of the process, ending with keys to your brand-new home!

The price for a Philly Workforce Home varies depending on the size and floor plan. All Philly Workforce Homes are sold for below $300,000

Once you apply for a home, the City of Philadelphia will review your application and confirm whether or not you meet all eligibility requirements. Typically, we allow 2 weeks for the city to respond with feedback on an application.

If you meet the eligibility requirements and wish to move forward with purchase of a Philly Workforce Home you can sign an Agreement of Sale for an available home. A a closing coordinator will be available to guide you through the rest of the process, ending with keys to your brand-new home!

The bank of their choice will have its own requirements for how much down payment will be required

You can still apply to purchase a Philly Workforce Home. Please submit an application without the Employment Verification Form. The City may require additional information to support your application after your initial application submission.
